The scuttlebutt in Washington, DC is that newly-appointed FCC Chairman Julius Genachowski will talk at the Brookings Institute on Monday, Sept. 21 about the FCC's plan introduce new Net Neutrality rules. Today's victim, er, subject is Brian Message — a partner in Courtyard Management (the team representing Radiohead, Supergrass and the 22-20s, among others).
